They significantly ramp up the number of deputies during the months of March and April for Spring Break, targeting underage drinking, as well as from Memorial Day through Labor Day for the summer crowds.

When cops set up patrols and checkpoints at the biggest bars and tourist attractions, it is no coincidence that those that are arrested, end up being from out of town.
